Rules to using monsters

Altar
A special building designed to summon monsters at. Altars are taken care of by professional summoners who also keep an eye on anyone who visits. Altars usually consist of a circle-shaped area and floating mirrors. The person stands outside of the circle and uses the number of mirrors needed (each mirror represents a level of Hell). The monster appears inside of the circle and can't get out until a contract has been made, or until the monster is dismissed.
All altars only allow the summoning of monsters up to level 4. For higher levels one must visit the central altar of his country, which is usually located in the capital.

Breakouts
When an inexperienced or incapable person summons a monster outside of an altar, there's a chance it will break out. Level 7 monsters can even break out of altars as soon as a gate has been opened. This happened in the past with Leviathan, who raised the sea level and flooded part of Northeast Asia. Various breakouts of low-leveled monsters have been reported before the altars were invented.

Contract
A contract is what binds a monster and its owner, and can be made using the Monster Network. In order to make a monster sign its part, owning its respect may be necessary--sometimes only a fight will convince the monster in signing. Contracts are strictly personal and can have any form. Low level monsters won't give much difficulty to make a contract with.
There's no limit on the number of contracts a person can have, though having too many may lead to jealousy and disobedience among monsters.

Elemental monsters
Elemental monsters are not, as most people think, water spirits. They're the embodiment of an aspect of nature. Leviathan controls water, Behemoth the land, etc. Of course, these monsters are way too powerful to summon. All elemental monsters live in the 7th level of Hell.

Level
Hell has 7 levels, each with a different variety of monsters. The higher the level, the more dangerous the monsters usually are (and the bigger they get). The existence of level 7 has been proved, but no one has ever been able to make one of its monsters sign a contract. It's impossible to control the area where the monster appears in--see altar.This usually doesn't happen, not even at level 6. Ever since the breakout of Leviathan opening a gate to levels higher than 4 has been made impossible at all altars.

The Monster Network
The Monster Network is an online encyclopedia containing all existing (or discovered) monsters. It contains information like the monster's level, stats and diet (for as far as known). People can access the Network using the special laptops in libraries, choose a monster of their liking and then summon it at the nearest altar. Monsters that have already been taken will appear on the Network as unavailable.

Rules to using monsters
Unless the local area forbids it, lower monsters up to level 2 may be summoned in public.
When possessing a Summoner's License, a person may summon monsters up to level 6 in public.
Monsters may be summoned to aid a person in his work or be used for travel.
Under supervision, monsters may be summoned to fight against as training.
When under attack by a hostile nation, a nation may use monsters to defend itself.
Unless a person possesses a Summoning License, contracting a monster outside an altar is forbidden.
Using monsters without contracts is forbidden.
Setting monsters loose anywhere outside of Hell is forbidden.
Using monsters as a method to obtain power is forbidden.
Breeding monsters is forbidden.
